Living at Home, in the Community, on Their Terms
Licensed and incorporated in 1983, Progress Unlimited’s Community Living Program has grown from a single group home to a network of customized residences supporting adults with intellectual and developmental disabilities across Maryland.
Every home is designed around the people who live there. Residents choose their living arrangements, manage their finances, build relationships, and enjoy leisure activities—with 24-hour support that respects their independence while keeping them safe.
Some of our residents have been with us for decades. They’ve gotten married, adopted pets, taken vacations, and built lives that are fully their own. That’s the point.

Our programs are licensed by the State of Maryland, Department of Health and Mental Hygiene (DHMH). We are a private, not-for-profit, 501(c)(3) program.

WHAT MAKES IT HOME
Independence, Choice, and Real Life
01 Personal Choice
Residents make their own decisions about daily life—from what to eat and how to spend their time, to managing finances and building relationships. Our role is to support those choices, not make them.
02 Community Integration
This is not a facility. Our homes are in real neighborhoods. Residents go to the store, visit friends, attend events, and participate in their communities like anyone else.
03 Stability and Trust
Some of our residents have lived with us for over 30 years. Staff know them, understand their needs, and have built real relationships. That consistency matters.
04 Family Partnership
We work closely with families and advocates in both the planning and delivery of services. Involvement varies from family to family, and we support communication and familial ties at every level.
